Banknotes and paper vouchers are absolutely not allowed to be used as tokens to replace payment for items of equal value for transactions and purchases. Why? This is because such things can easily evolve into behaviors that appear to be real but are still equivalent to distributing cash. What's more, this can even lead to the unhealthy phenomenon of illegal and secret transactions. The current restrictions must be items with real concrete forms, or vouchers that are limited to use in specific designated places, such as cake coupons for pastry shops, movie coupons for movie theaters, etc., and the real-name registration system must be strictly implemented.
